Talking to Aqua Gang members does not prompt me to give them an application

Hey! I'm new here on the forums and recently got back into Reborn. I've currently finished and completed all the events of the mainline story as of Episode 18, so I decided to go through the game and complete any side quests present as I heard this may lead to a slightly better ending once the game is finally completed. I stumbled upon the Job Application quest and decided to complete it. 

 

Prior to making this topic, I decided to see if anyone else had the same problem as me, and as it turns out, most people experienced their problem by handing out applications and THEN talking to the leader of their respective gang. However, in my case, it doesn't quite work like that. I talked to Archer FIRST, and then went around talking to the different gang members of the Aqua Gang. They all gave me their lengthy spiel on whether or not they actually wanted to get a job or not, but my character was never given the prompt to hand them an application. I did some more research on the Wiki and gathered the right applications for each member that wanted to work in a specific sector, and when I returned to 7th Street, they would continue to talk about what kind of job they would like, but would never ask about the applications I had, nor would a prompt appear asking if I would like to give an application to the gang members. I went back to Archer to talk to him, and he told me to report back once I gave all the gang members the applications. Help would be greatly appreciated!

 

*As a correction to my earlier point, while I am 99% sure I spoke to Archer before speaking to any of the gang members, I may have spoken to Mannie in the elevator before speaking to Archer. But even then, I vividly remember him talking about getting a job, but never asking for an application, but I did not have the construction application at that time, as I only went to go get the right applications after speaking to Archer and the remaining gang members. @Junior You use a backup to go back before giving them any of the applications or upload your save here and I can reset the quest manually

you have to select the applications from your bag, then use them on the gang members while standing in front of them

It is kinda unusual to do it like that, probably everyone was wondering the same thing as you at first.
