Won the lottery and bought 140 rare candies which she all gave her Tiny worm. Boom. Level 145 Salamence. She only got this one but became one of E4 because nobody knew she broke the Level cap rules
Mindlack 121
I think it’s all her mother’s Pokemons, who obey her because of... reasons? I’m assuming Gym Leaders and E4 are exempt from level caps.
Lua 10
Considering her dad's a gym leader and her mom's E4. she's probably been training Pokémon since she was old enough to talk. She's immature, yeah, but that doesn't mean she's bad at fighting; she's had a few years to train her Pokémon up, that's long enough to get it all the way to Salamence. As for obeying, if you're not a main character you have other ways of getting a Pokémon's respect than collecting badges
