I need help beating the 9th gym leader

I've tried to beat him for months, well not continually but still. I really and dying inside and just need to pass this so I can continue with the story...;-;

I changed the field into an ice field using blizzard and used that fields effects

When I was doing the 9th gym, I primarily abused defensive and offensive matchups on the secondary typings. I used fire types for togedemaru and mageneton, dark types for alolan raichu, ice types for ampharos, etc. My cacturne 1 shot alolan raichu with sucker punch and is decent stall against the rest. Also freezing the water lets you use ground moves again or just enabling strong blizzards is a good way to go as well.
