Big Tops Highstriker Moves

After poking around the scripts a little bit as i was curious how exactly the High striker moves operate, i noticed some wierd behaviour concerning the High Striker Moves.
According to the Field notes Attack Stages are suppossed to affect the likelyhood of high rolls for Highstriker moves, but after some testing i found that they do.... but only for pokemon whose ability boosts the Highstriker (Guts, Sheer Force, Huge Power, Pure Power), Pokemon without these abilities have the same chances for any highstriker roll if they are at -6 attack, +6 attack or unboosted (and anything in between)

To get more technical, from my understanding after seeing the script, the Highstriker move is supposed to roll a random number between 1 and 15 and to that random number the ATK stage value  (ranging form -6 to +6) is added, the end result then defines which boost is applied. But for Pokemon without Guts/Sheer Force/Huge Power/Pure Power the attack stage is never added (the commands for which are in under the If-block that checks for the highstriker abilities)
For pokemon with a Highstriker ability this works

Well if this is intended behaviour i apologize for taking up your time (but in which case the text of the field notes should be adjusted)
