Swagger and its user's AI acting strangely

Since downloading episode 18.2, I tried re-doing my Umbreon only run to see how differently the AI would act.  Most of it was the same, some was easier and some was harder, but right now I want to focus on what happened when I fought the Scraggy gang.  Back in regular episode 18 both Scraggies would lead with Swagger and start using other moves when I'm confused.  But now in 18.2, they act... weird.  The Scraggy on the left almost always uses Swagger, even when I'm already confused, only occasionally using other moves.  But it gets weirder: when I'm at maximum attack and he uses swagger again, the animation looks like it's targeting me but instead the Scraggie's partner is the one who gets the confusion and attack buff.  I don't think this is the AI intentionally targeting its teammate, because when my attack gets dropped via intimidate the next Swagger targets me again.  This ended up making the fight way easier for me.
