Computer in Onyx academy not working

So I am currently trying to complete my pokedex for the poipole questline. 

Right now I am attempting to complete the porygon evo-line. I was not wise enough to catch one during the Archeus story section below reborn, neither have I managed to catch one in the onyx academy computer at the time. 

Now the computer in the Onyx academy does not work for me, despite having 6 data chips in the bag.

Not sure if this is an intended one time encounter or a bug. From what I know this is the only way to obtain porygon after finishing ep 18. 

Can someone maybe confirm whether this is in fact an intended one time encounter and the only way to obtain porygon at this point? I usually try to avoid trading, but I am somewhat of a completionist and I need that poipole.
