Deparment sticker guy disappeared

I am struggling to beat aidrien so im collecting department stickers to get the items at the top and in the wiki it says that there is one in the underground entrance to devon corp but he isnt in that area, and it is not in the pokemon center, im i doomed to never get the sticker?

You can get that sticker by doing the Railnet Restoration project and collecting it from the lost and found, iirc.
