Substitute does not block Will'O'Wisp

I was fighting against one of the guys in the Grand Hall for exp, and his Rotom Wash hit my Scolipede with Will'O'Wisp through a Substitute. Unless I am misunderstanding how WIll'O'Wisp or Substitute works, this seems like a major bug.

Also, when you baton pass a pokemon with a substitute, the substitute animation doesn't show on the Pokemon that you have passed to.

Bulbapedia'd it and burn status shouldn't be able to be applied to a substitute, I believe only confusion if using a sound-based move and have the infiltrator abilities.

I take it that this error has yet been solved, since the latest version of Rejuvenation also has the same problem.

In Reborn, I had my Cofagrigus use Will-O-Wisp on an AI that already has substitute up, but it still hit through.

In Rejuvenation, I had Alolan Muk use Substitute to prevent Will-O-Wisp from Dusclops (Pressure), yet it still bypass substitute.

 

I forgot to mention that both instances don't have Field Effect that will affect Will-O-Wisp to bypass substitute.
