So in this episode, we meet a new character. That white surfer dude(who I start to grow fond of). He wears white, has a futuristic get up, uses an Ultra Beast and...has a Ultra Recon squad theme? Who elses shares these stuff with him?

 

That woman from Where Love Lies. 

 

So, I think it's pretty obvious they came from the same team, and maybe came from the future where the world is in destruction or something?

 

They maybe came to the past to rig certainevents so that it will lead to a better future-no matter the cost. Just like with Keta. Poor dude. 

 

Or maybe they came from an alternate dimension? Just like the Ultra Recon Squad?

 

Just throwing out some ideas, here. Might be wrong though.

He isn't a new character; he's the one who gave us the Emotion Powder at Valor Mountain. He was redesigned in V10.

Also, to him destiny Is already written and there are no other ways to change It (rather than for us, the great and sublime interceptor)
