Yes, there is the Mystery Egg if you are trying to get it early game but it's a 1 in 18 chance and the pokemon you get is determined when ya first create the save file before you even have chosen a starter so nothing you can do without debugging to reroll whats in the egg, the other way to obtain it is late game (very late game) during an event.
