Z-Tailwind critical rate increase

So I used Z-Tailwind with my super luck togekiss, the message said that the Z-power is getting it pumped (similarly to focus energy text)   but  when i proceeded to attack i noticed many of my attacks were not critical hits. 

 

Something is wrong here, because  with this combo  Togekiss should have been able to crit 100% of the time.    My money is on Z-Tailwind not giving the critical rate bonus...  or only increasing it by one stage instead of two?

 

Edit: After further dedicated testing i have concluded that it indeed only gives +1 critical rate  instead of +2.   I hope its not too late to  be fixed for  e18 xD
