[Fixed] [E18] Grand Hall trainers Pokemon went down in level and are in their unevolved forms now?

Hi,

 

I tried checking around to see if this has already been mentioned but couldn't find anything.

 

I started a brand new game with E18's community release and I was training some Pokemon before I beat the second gym; at that point, trainers had various evolved Pokemon, like Furret, Croconaw, etc.. I got my second badge and am now training to beat something in the next ward and when I went back to Grand Hall I've noticed the trainers Pokemon have gone down  in level and are now in their pre-evolved forms, and some are missing entirely. E.g. the lady who had a Furret now only has one starter Pokemon in its pre-evolved form while previously she had a Furret and at least one middle evolved starter/

 

Is this a bug?

Yes, it is a bug. It would be good to know all instances this happens as the trainers are supposed to scale up in levels as you progress through the game. Would be helpful to note the trainer name and/or a screencap of the trainer in the overworld to save time.
