Opponent Doing Nothing

So I was grinding up My Klefki and Decidueye In The Grand Hall, And I noticed something very odd. The opposing Pokemon would not do damage. Or heal. Or anything at all. This is exactly what i did:

 

1) Opponent sends out Comfey

2) I send out Decidueye and switch into Klefki

3) Comfey uses Dazzling Gleam

4) Comfey uses Dazzling Gleam again

5) Klefki Uses Play Rough

6) Klefki's Magician Ability steals the Comfey's item (not sure what it was)

7) Klefki outspeeds Comfey this turn and uses Play Rough

8 Comfey does nothing

9) Steps 7-8 Repeat for the rest of the time Comfey is in battle, And end when the next Pokemon comes out.

 

I also noticed this a while ago with a Meowstic in the same location (Grand Hall) 

 

And this oddly ONLY happens in the Grand Hall.

 

WHAT?!?!?!?
