White Herb activation

I'm no expert on White Herb, but something about this seems off to me. I'm fighting Adrienn and my two leading Pokemon are holding a White Herb each. Granbull's Intimidate lowers my Pokemon's Attack stat. Both of my Pokemon know Rock Slide, and use it on the first turn. When my first Pokemon attacks, Rock Slide will damage Granbull for lowered attack damage, then both White Herbs will activate and the rest of the Rock Slides hits for normal damage. That is, out of the four possible times damage will occur to the opposing team in that one turn, only the first damage count will have lowered attack since White Herb will activate on both Pokemon once it happens. Like I said, I'm no expert on White Herb, but I do remember White Herb activating right away once a stat had been lowered in the canon games. If not, then it still doesn't make sense that both Pokemon have their White Herbs activate when only one uses a move.

 

Edit: Just tried with only the slower Pokemon holding a White Herb. It still activates after the first half of the damage occurs from the first Pokemon.
