The lower the adjascent pokemon's hp is the less damage Flame Burst does Tests: Spoiler That's how much damage Flame Burst does from full HP As it's shown, Jigglypuff's HP didn't went down almost at all when it was low on health Spoiler 2nd test, while Jiglypuff was low enough for Flame Burst's secondary damage to kill, the HP bar just went slightly down and still survived Spoiler Last and most ridiculous test, Jiglypuff had literally 1 pixel of health and after the Flame Burst damage it WENT UP!
