[Not a bug]TM28 is not Dig anymore, so now Dig is not Dig in my inventory.

So... TM28 was changed from Dig to Leech Life. And it seems my in-game TM28 was then changed to Leech life too, which made me very confused at first. 

I'm not sure if this is a bug or intended, but I'm guessing it's a bug.

TM 28 was changed from Dig to Leech Life in S/M, so this is just reflecting that chance since Reborn is on S/M mechanics now.

I think the thing is though that even though different TM numbers when TM's we got from Gym Leaders were no longer given by that gym leader we kept the TM so why we would lose dig as a TM but I suppose the issue with that would be that dig isn't even a TM anymore so you would need to add another TM for leech life/dig depending on when ya got the TM

Oh it isn't even a TM anymore? I didnt know that. But it was weird that they'd just change its number. Thanks.

When you got old TM's (like Shadow Ball from Shade) the TM wasn't removed from the game completely (thus we will get it eventually).  This time it was, even if it was a major move like Dig.
