[Resolved]Can't do the restoration in Eps. 16

i have 13 badges [i am in eps 16 now]. the restoration npc that should be appeared in grand hall isn't there, also i have a few problems in my game such as having no pulse dex.

anyone can help?

That's weird. Did you update directly from E15 to E17 or something like that? If that's the case you maybe should try going from your E15 save to E16 and only once you're sure the city is updated and you have the field effects app go to E17.

i didn't directly update E15 to E17 and i think i updated to E16 correctly as the prochedure tells.

I manually activated the city restoration, the pulse notes, and the field effects app. I didn't check everything but there shouldn't be any problem.
