[Fixed] [E17] Swampert can't learn a certain TM

I tried teaching Swampert TM 98 Power-up Punch to see that it's not able to learn it. As of Gen VII it doesn't exist as a TM so it 's not possible to teach it in Sun & Moon. But Reborn has the Gen VI TM/HM system (as evident by power-up punch still being a TM) so my guess is that it should be able to learn it. Is it a consious decision or a bug/error?

Leech Life and Smart Strike are also TMs in Reborn, so it's not purely Gen VI system. With that said, I don't know if that's a bug or not.

Swampert doesn't learn that tm in gen7 becazse it doesn't exist there. tbh its up to ame if they will add this to gen6 mons

I was able to tutor Carracosta Zen headbutt, even though such a move tutor doesn't exist in S&M. Applying the same logic, i thought Swampert would have been able to learn pu-p, hence why i thought it maybe be a bug or sth the development team might have missed. But as you said it's up to Ame in the end.
