AI glitch when battling against Victoria inside Shelly's Gym

So, I was battling against Victoria and I had defeated Pancham and Kirlia. When she used Pikachu, I put Wormadam and she have defeated my Wormadam. But the problem is: I'm doing a Steel mono run and at the moment, I have a Onix. I used that Onix against Victoria's Pikachu, did a Curse setup 6 times and even after doing the setup, she didn't swap of Pokemon. Her moves were Fake Out, Nasty Plot, Electro Ball and Nuzzle. As I knew the Pikachu would use these moves, I swapped to Onix, considering my Onix was level 15. Because of this, I could beat both Pikachu and Torracat using a very underleveled Pokemon.

 

I'm pretty sure it's a glitch, because she could have swapped to Torracat to beat my Onix. Also, it didn't cause any fatal error inside battle.
