AI Poor Doubles Move Target

I was playing Commander's new mod, Pokemon Redeux, and made it up to the factory battle. As far as I know, Commander did not make any changes to the AI's logic, hence why I feel I should post it here. In a fight where I had a lv 16 Rattata (Hyper Fang, Tail Whip, Quick Attack, Focus Energy) and Fern was using lv 16 Roselia (Stun Spore, Mega Drain, not sure on rest). The opponent had a Geodude-A and Bonsly on the field. The Geodude-A was down to 1 HP after Study, and the Bonsly was down to 45% HP. Rather than going for the Bonsly next turn, Roselia went for Geodude-A. My concern here is that 1) Rattata has no good moves VS Bonsly, so that's a poor choice, and 2) If either target can be taken down with 1 hit, it seems more efficient to target the highest HP since they're more likely to not have a potion used on them and more likely to survive an attack from your partner this turn (in general) which makes them a larger threat. 

 

If there is a better place to put this please let me know.
