Once the berry is consumed, for the duration of the battle, belch should be available for use any number of times, even if the pokemon with belch has been swapped out. However, it appears that in Reborn, belch can only be used once after a berry is consumed. A second try with belch will fail. In testing, I used a Slowpoke with an oran berry.
