Unexplainable lag while outside

I know this has been posted before with fixes so I apologize, but when I try to do those fixes, it doesn't seem to work for me. I have huge amounts of lag from the outside, but when I'm inside it's completely perfect. I also get very very small lag during battles. 

 

I've tried to restart my game, still lag. I've also tried to re-download Reborn and it still lags quite a bit, I have tried to run as admin and compatibility mode w/ Windows 7 Package. When I look at the usage in the task manager, it's barley anything. I've tried the RM_FPS thing and it doesn't work for the outside environment. It's currently raining, I don't know if that's the issue? I've just re-downloaded Reborn, I've played it until the end before but I'm just restarting and all of a sudden its lagging. It wasn't like this before either, I am running Google Chrome and Discord, but I've done that before without it being this laggy. I'm not the best with this kind of thing so I'm at a loss :U 

I am also in the Peridot Ward, and fixing my screen size does nothing. 

 

I have 16.0 GB Ram

64-bit Operating System

Intel(R) Core(Tm) i5-6600 CPU @3.30GHz

@KisuoX suggested using this tip for in-game lag:

So a temporary fix I found out is when you set the window to size M and use the windows magnifier.
You could also try using the fps mod in my mod menu or the window watcher instead of the magnifier, to magnify the game's window only (link in my mod menu thread).

If you want you can also try using the latest ruby library by changing the file name from RGSS102E.dll to RGSS104E.dll in the game.ini file and putting the file I attached into your game folder.

I appreciate your reply, but alas none of that worked. Using the windows and watcher made it slower, and the file change didn't do anything either. =(
