In-Game Speed is weird

So, since pretty much only half an hour my in-game speed is acting weird and the game has some extreme stutter issues.

Example: I'm using increased speed and suddenly the game goes to half the normal speed, when I'm in the Pokemon-Menu though, the up-and-down animation still play at the increased speed.

Playing at normal speed is also accompanied by heavy stuttering.

As I said this just randomly started half an hour ago, I was farming Grand Hall for exp and breeding on the side.

This happens only while I'm outside though (currently in Obsidia Ward but I've tried it pretty much anywhere else as well).

I've attached my save-file if that is any help. Thanks in advances.

 

EDIT: I've checked with multiple (even older) save-files and the problem occures there as well, so I guess I've either made some weird change to the game or my PC is causing this problem.

Some areas, such as both versions of Obsidia can cause extreme lag issues, to the point where sped up speed might equal or be slower than actual speed.  This probably varies some with laptop/PC specs.  

 

If you haven't had this problem already, it might have to do with some background program running on your computer.  Maybe you should restart your PC and see if that fixes anything.

This problem occurs in every area, it appears even indoors. I've tried restarting and disabling every possible background program while running the game. None of that helped, sadly. :(

EDIT: Some more testing, being in big indoor-areas (like Grand Hall) has the problem of running at half-speed, even if it should be at 2.5, as well. Going into a small indoor-area, like the rent-house with literally only 1 Guy in it, does not have this problem and the game returns to 2.5x speed. Going outside shows the problem again. "Normal" speed is also "normal" indoors, but faster than that and accompanied with huge stutter issues outdoors.

Well, I just loaded your save onto my computer and everything is running at the same speed mine does (whether defualt speed or sped up).  I think the issue is with your computer.  I would recommend a full shut down, but I'm only so knowledgable about computers.

Edit:
I doubt that it's your computer's fault. It's mostly the engine that's at fault cause it's old and the more objects it has to render the slower it gets.
An issue is also that the engine only uses the CPU.

That's correct. You might as well wanna try out my mod menu which includes an fps mod, but still the magnifying option is the best one so far.
The problem is that rpgmxp uses only 1 core of the CPU so there is not much you can do about it (unless you have an awesome gaming CPU like Ryzen for example).

Anyways, try the fixes they are sure to help.

Done all of that, currently running through the switches with the Debug-Menu to see if any switch looks off (though it probably won't help).

Also tried changing the weather since I was on constant-rain and that seems to create problems as well.

Still bugged atm, interestingly enough though after using the FPS-Changer and putting the game to 100, it worked at first and then changed back to half-speed after about 30 seconds. So it seems that SOMETHING is setting my game-speed low. Also, sometimes after leaving the game open and being alt-tabbed for about 5-10 minutes, it appears to be fixed just to change back to half-speed after about 30 seconds again.

Please note that it worked perfectly since I started 6 days ago and only behaves weirdly since yesterday.

ALT is the turbo mode switch. Just so you know. So everytime you press ALT your game speed changes ;)
Also try setting the game to M size cause it helps. A LOT

I've been playing with M size since the start. :P

The higher your fps the slower the game gets if it's in an area with many objects to render.
So setting your fps is just a way to smoothen it out. Like adding 4-5 fps etc. Setting it randomly to a 100 won't help most of the time.
Anyhow. Try to see if your cpu runs at a 100% or is there any process that takes the cpu processing away.

Been playing around with lower and medium fps as well, still the same problem.

CPU is running at a constant 24-25%, also tried changing the priority of the game and "reinstalled" just now as well.

Still the same bug.

I don't think you can call the engine limits a bug.
If none of my methods helped then it's rather an issue with your hardware or software(if you installed anything lately) on your PC.

Well, calling it a bug since it only started recently and randomly comes up and goes away. Might also just be my hardware dying, I'll try it in a few days on another PC.

Still thanks for the help and especially your mod, it's an amazing piece of work:D

 

EDIT: Another note, while in-battle, the game will freeze for about 5 seconds whenever a Pokemon uses a move (no matter which move) without any changes to CPU usage. Otherwise it runs smoothly in-battle.

 

EDIT2: Apparently switching out of the game and back in fixes the problem for some time. So that works as a small, but somewhat annoying, workaround atm. Small correction, apparently it's simply the act of doing a scroll-swipe (I'm playing on a laptop, maybe should've said that earlier) which fixes the problem for some time.
