Blake should've been in one of those big, brown Apartments in the middle of Ametrine City. I think he was on the second floor. There, he will want to trade the Ruby Ring for the HM. I killed the guy there and I have gone to the circus to get the next medal. Hmm...I would try to talk to everyone in the city first then (people skating on the ice, in the houses, apartment, etc). Then try to go back to that house with the Pulse Machine. If you still can't find the boy even after all that, you may have to report a bug in the forum.
