Yours Truly 28 Posted January 20, 2017 Share Posted January 20, 2017 When you buy a pokemon at 7th Street for the first time, he should show up and talk to you about putting that guy out of business, you then need to buy every single pokemon before the Devon quest, and then DJ Arclight will show up and give you the Lucky egg, after beating Adrienn/Completing the Devon quest, he should show up as the move tutor.
