Catching pokemon when you have a Partner

If you throw a pokeball at a wild pokemon while in a double battle with Victoria, she does not move.  I don't know if this is intentional, but I appreciate it because it means she doesn't KO the thing I'm trying to catch.  Please don't accidentally fix it?

I think it's intentional and meant to make catching mons still possible while teamed up with her. The same thing probably occurs with other characters later on as well.
