More Grassy Terrain: Fire Moves being boosted when they shouldn't.

Flygon should not be taking extra damage from fire moves since it isn't grounded, unless the message is playing and the move isn't getting boosted, which is somewhat confusing.

Also I didn't intend to find all these specifically grassy terrain bugs I just happened to be spending some time on route 1.

I've tested this on multiple pokemon and it turns out that the problem is with levitate ability - pokemon who have it will still be hit with increased power of fire moves
