Unable to Scroll through Menus

I have this issue with almost every single fan-made Pokemon game out there, but I can never find anyone else who has the problem.

Whenever I try to scroll through menus (such as the "View controls" and "No thanks" options), the arrow sticks at the top and will not let me scroll down. Whenever I press on either the up or down arrow key, it makes the sound like it's moving, but it either doesn't show the arrow as moving or it moves up and down too fast for me to be able to select anything. If it helps, I'm using a Windows 8 laptop that's about 3 years old.

Is there any way to fix this? I've tried starting the application over and over again (which has worked with one or two other games I've tried it on), but that's not working, nor is "Run as Administrator".
