EP 15 my game won't let me use waterfall tm.. at all.

I just tested your game and I could use waterfall normally, so... I don't know what's wrong.

EDIT: Okay, now wait a second. Is that really the right save? Because I looked at your trainer card and it looks like this:

a.k.a you don't have Terra's badge. And weirdly enough, I was able to use Waterfall anyway.

I'm completely lost right now.

Psst Vinny, dev mode lets you use any TMX without meeting badge requirements whatoever

And yes, you're indeed missing Terra's badge. With 11 badges, you can't use Waterfall. So I suggest you check back where you left off in the story, because you've yet to obtain the 12th badge (which is T3RR4's) to be able to use Waterfall.
