You weren't stuck when I loaded your save that's odd, anyways try loading this one (make sure to put the new save file in right location) Link to post Share on other sites

So while I was in the water treatment center taka lowered the water level, but I left the room and when I came back in the water level reset making me unable to progress my save file should be attached.
