It turns out you need to register the Rod to use it in the poisonous water, trying straight from the bag won't let you fish. That's not a good thing.... I think that might be worth reporting. As near as I can tell the animation is not working at all, I can't actually recall if it ever was though. But the use from bag function works normally on regular water.
