Not receiving HM07 (Waterfall) after E14

So, while I did complete the episode in the E14 beta release, I did not receive the HM for Waterfall even after updating to the full E14 release. To quote Ame,

The end of episode text was reset and gives the player waterfall if they don't already have it.

Spoilers, so tread lightly.

I refused to give the Ruby Ring to Blake until required. After progressing through the episode and leaving the Data Office, I did not receive the HM.

I know other beta testers have had this problem, but there doesn't yet seem to be a solution.

i made it give waterfall only if the player already does have waterfall instead of the reverse.

There are multiple ways to accomplish this. All of which circumvent the intended usage of the game. I'm sure he's not doing it to make the game easier for himself, but this can not be done legitimately.

At some point, I wanted to test the editor (and EV train). However, now there are 11 downloads on my file, so I see some people are ferrying it :I
Seems the problem has been acknowledged.
