Another File Stuck in the Water

So yea, another person who tried to use escape rope or dig out while surfing

But instead i would like to know how i can fix this myself so whenever i do more stupid things or i get stuck in a bug, I can solve it myself with the proper knowledge. The first thing i would like to know is how to get the game open in the RPG Maker then use my save file to move me out of the water. If anyone could help that'd be great and thank you in advance.
