I found a solution. I found a mod that adds a debug menu. I added a Powder Vial and was able to progress route two and seemingly skipped that dialogue without issue.

I can wander around, I can go to route 2 which is a dead end, any time I try to progress here the same hang up happens

Stuck on this npc here when Cain shows up, only thing I can do is quick save. ive tried using previous saves, ive tried reinstalling, nothing works.
