I guess it's a bug. There's an easy way to farm heartscales though. Go to Belrose Mansion and use the good rod in the water. Have a Pokémon with the ability frisk in front(noivern is an excellent choice) and start fishing. Wild luvdisc have heartscales on them at times so when you frisk a heartscale, catch it and take it's item. Then release it. The chance if heartscales are decent and luvdisc is easy to catch.
I already know this. I'm just pointing out the bug
