      It's a bit fuzzy but I think you had to talk to te captain. You have beaten the bug's gym leader father right?

      Yea I beat Rorim B, went back to the village and talked to Melia, Venam and Aelita, got teleported onto the boat, but neither of them are on it and the captain still has his line from before the fog about docking at Oceania pier soon.

      Yeah, I think you are bugged. I tested it myself after a bit of dialogue and I could talk to the captain and go to the shore.
