Evolving into another Normal type with higher stats wouldn't make any more or less sense for Eevee than for Rattata, or Patrat, or Zigzagoon, or... you get the idea. I see where you're coming from, but in that case that's the entire evolution concept that needs to be questioned.

Also, why not precisely start giving eeveelutions wide movepools? This is a long-standing flaw of eeveelutions that could use some fixing.

The issue is that Eevee specifically evolves into other types to adapt, not just get bigger. And I wanna see movepool buffs, but the chance of that happening is about as low as the chance for Mega Flygon and Alolan Butterfree
