How/Where do you get the key for the Gibles in the Alamissa area? I've been looking all over for the key to the Lux Apartments but i cna't seem to find it

During the ultimate choice between giving the Time Diamond back to Melanie or choosing to using it to return home, the game will freeze if the player decided to give it back to Melanie, leaving only one option actually choosable!

I didn't realize this, but they had actually changed the requirements for the quest where you show a painter a Cherrim, Macargo and Zebstrika! Now you have to find a Toxel/Toxtricity! That being said, does anyone know where you can find a Toxel?
