Approximately 20 resets and 200 Pokeballs later, I caught Beldum. Why do any Pokemon have such low catch rates?

I mean, with all this fangames around I feel like my one will be just another tree in the forest, though since I discovered reborn I wanted to create one. Have been working on my one so far... to the point where I have the main characters and the story basically finished. Idk, I'm quite busy but maybe this project will become a thing in the future, who knows.
