Just got up to Chapter 14 in Awakening, but why did I unlock Paralouge 12 when the last one I did was 4?

the paralouges are based on the ships you've allowed to sail
Commander
Basically you unlock a paralogue for every S support you achieve.
the gen 2 units are locked behind them (Lucina being the odd one that just takes over in the story)
