But to answer your questions, the only way to get Ice Beam onto Milotic atm is through breeding by going to an Episode that had Gen V Breeding Mechanics, any episode before Episode 13.

And regarding breeding Brine, there really isn't a "best" one. If you want to see what mons can breed Brine onto Miltoic, look at this link: Milotic Egg Moves

I leveled my Frogadier up to level 36 so it can evolve and then I used Reverse Candies to bring it below the level cap.

For Staraptor, if I remember correctly, it was the area before you reach the town where you fight Connor. Not sure if Starly is there or not anymore, but yea.

And for Krokorok, that was the original starter that I chose from the ones you can choose from Connor. I got Growlithe from a bug.
