Correct. Episode 16 has Gen VI Breeding Mechanics, which don't allow the father to pass down TM moves as it used to do for Gen V and prior.

As Strider mentioned, breeding a Shiny doesn't increase the chance of getting another one. The Shiny Charm is the only item that increases the chance of getting a new one.

It's still there in Blackview City. There's a certain tile near the port where you need a Gourmet Treat in order for the encounter to happen.

Actually, the Reaper Cloth is available. You can find it in the Trade Centre by interacting with one of the books there. Here's a link of the location in the spoiler.

Unfortunately, there are no Power Items but there is a EV-enhancing item you can use to help EV train.
It's the Macho Brace. You get it as a reward when you help a guy get a job at a shop in Blackview City.
But like ICSW mentioned, no EV reducing berries as of yet.

Staryu can be found in Blackview City by interacting with the water at the Docks if you have a Gourmet Treat on you while Joltik can be found in the random Pokemon Machine in the Blackview City Northern Pokemon Center, which costs 22 credits to use.

Haha, speaking of grinding them in the Fight Club, it appears Caz put a limit on them once you reach a certain amount of wins/win-streak.
I haven't tested losing a match and I really don't want to :L

With half of my finals out of the way, I can now finally 100% complete this episode.
Thank you though for the kind words Caz, definitely a fan of this game since Episode 1 (even though I got my butt handed to me by all of those fighting types ;-

Completely forgot that I left my save file here during Episode 17. Same old bug with Fiore Mansion triggering the Solaris dialogue despite being way beyond that point in the game.
