Then it's the people's fault. Plain and simple.
Every citizen who stood by and did nothing as it was twisted, and all those who stand by and do nothing as it even further twisted... we are all to blame in this mess. We got ourselves here, even if some don't want to take responsibility for that simple fact.

Why do a lot of the FBI/secret service type people have sunglasses? Is there a tactical reason for it or is it just aesthetic?

The eyes are windows to the soul. They display emotion and tells all too easily... and generally speaking, when you're guarding someone of high import, you'd want to look like you always have some command of the situation, even when you're secretly shitting yourself in panic.
