Orders from the executives demand that you ditch the Japanese High School setting and go for Victorian Age England. You also have to have Personas, Social Links, etc. And one more requirement... The protagonist must be the Persona 3 Protagonist. Just as Jesus was resurrected on the third day, Door-kun was resurrected on the third game (after Persona 3). (This is technically incorrect, as Jesus died on Friday and resurrected on Sunday, but who apart from the most extreme bible student gives a crap?). Other than that, go nuts. You can be as historically inaccurate as possible. Just not... ridiculous like having an IPhone or Cyborg Ninjas. You can even present your own romanticization of Victorian Era London, as inaccurate as it may be. You can also use anything from Any Megami Tensei game ever. And yes, that Includes Dante from the Devil May Cry series. Capcom lets you. Why would Minato be in Victorian Age London? Why would Dante be there? Those are questions that I expect you to answer.
