There is a time frame (like, 8 hours?), after which weather might change. Setting the clock to 23:59:59 and then while in-game, walking out of an indoors location, or at 11:59:50 wait a bit then go outside, might lead to you getting another weather... At least, this was the case in episode 16, for which, once upon a time, i made a quide for; but then again, weather was glitched back then, so it would get stuck forever, sometimes. Episode 17 onwards, weather was corrected. And its patterns changed a bit (?). If you badly need to change it, especially at will, other than good old patience and regular gameplay, the Mod market is the place you should be visiting. Waynolt for weather and shared pc mod (there is a rejuvenation version of it, too) and Ironfaar, for Debug menu restoration and a plethora of other things.
