You can get it when you go back to the past to Kugearen City via the crystals on Valor Mountain or Gearen Sewers. Then in Kugearen City go left and up for Route 3. Bruxish, if I remember correctly, I found it while surfing on Route 9 (I can verify in the afternoon as I am away from my computer) but I remember I caught it somewhere.
