So I believe there was an optional (?) Kyogre event in Valor Mountain. But I cant activate the event there? I talked to the stone panels and everything... I heard you get a rail net key from it that is needed to get Ralts. What do I do? I really want ralts

I just completed the main game and I am tryna shiny hunt for Yveltal, so, I had to ask if the shiny appears within the battle itself or do we have to obtain it first and then it is determined whether or not it is a shiny? Thanks!
