thank you for the location of the move relearner, really helped out a lot! However I still cannot find the ability capsule vendor and ive looked on both routes 2 and 3 now, can I get some specific direction to their whereabouts?

Where is the vendor at? my greninja's ability was changed from protean to torrent and now it feels like a super weak pokemon, also, is there a move relearner anywhere so i can teach my piloswine ancient power and evolve it?
