Well, this wasn't my first run, so I was trying out different things in general and I thought I could give Hex more utility since Chandelure has both a burning move and ability. Plus, I find the power difference between Hex and Shadow not big enough to make much of a difference, especially with a Pokemon as powerful as Chandelure.
