Finished the Froakie puzzle...but it won't let me claim the HM

The puzzle looks like this, and to me looks complete.  But the game won't register it as 'finished'.  Closing out of it just gives me the "Oh, too bad" message.

but it's not finished when the red box corners disappears that's when the puzzle will be complete

Try swapping the line 1, column 1 and line 1, column 2 tiles.

If it's alright to add another question - I don't actually remember where I was supposed to go after I acquired Dive.
